Toronto Police are investigating a man who engaged in suspicious activity at City Hall.
A video released by police shows a man tied two capped syringes to the front doors of City Hall on Oct. 25.
On Nov. 1, he came back to do that again to a barricade in front of the front doors, but fled as security approached.
